well, that depends on what exactly are your needs. for most people i believe the cost to be around 8k usd. that would be incorporating a company in fz, getting your residency setup and card issued, personal + biz banking account

for personal they didnt require any substance, my corporate account is still in process, it seems to depend in large part of how much $ can you deposit on your personal account (and i guess previous corporation documentation)

also returning to the first question a bit, in dubai nobody cares about your address, not banks not anyone. some banks will put on the bank statement any address you want, but most dont even have address on the statement, same as panama.

so the most hardcore proof of address is rental contract + utility bill, which can be arrange for a few k eur. its a standard form called 'ejari'
